Yes, you can get lateral entry in 2nd year of B.Tech.

Yes , as you have good score , you are likelynto get CSE but for that you also need to crack LPU nest as a mandatory part to get admissions into lpu . You are also judged with your scores of lpu -nest that how much scholarship to be then offered to you in your tution fee . so as a note of advice pre
