Hi Shahina,
I am really sorry to say this, admission is not allowed after a gap of 3 years from the year of passing previous qualifying examination. You can try in some other colleges, which may have a flexible eligibility criteria.
Don't lose hope you will definitely get a college from where you can complete your UG course and become a graduate.

Yes you can. There is no age bar for learning. However check with admission officials before applying.
