I have completed 3-years of chemical engineering but stopped due to persaonal reason, can I continue?

Yes, obviously if your college board permits you then you can go for it. Chemical engineering has a good scope. If you are getting tensed or bored after the crisis or whatever then just concentrate for only 1 year and just graduate.

You just approach the head of the institute where you were studying and request him to Grant you admission in the semester / year which is applicable. I mean depending whatever you have passed.
