Yes, definitely you can go for net as in NET you have to choose subjects from your Masters curriculum.

Yes, you can appear in the UGC NET Exam, as you have completed your Post-Graduation. But you cannot appear under Management. As per the rules by NTA a candidate can choose the subject for UGC NET in which they have completed their Masters. In your case you have completed your Masters in commerce so, going with the rule you have to choose Commerce subject, not Management. NTA conducts UGC NET twice in a year in the month of June and December. For June session, application window has been closed. But you can go for the December session. NTA will soon update all the related details. -
