Yes, you can, if you take up some course, and with the help of that course, you can take up some internship or make contacts and learn the basics of fashion design. Rest, you can learn with your job.

Govt jobs requires great patience and hard preparation work, because you have just pass out. So, in my opinion prepare yourself for GATE and other UPSE exams like IES, Civil services and Railway etc for at least one year. Because you have enough time and must remember that CE is your core qualification.
However, if you wants to change your career pathway than NIFT offers various PG programs suited to your profile like M.Des, MFM and MFTech through the entrance exam. The last date of online registration is 28.12.2018. The above PG programs have great scope and good placement opportunities.
