I have completed Class 12 in PCB stream. Can I apply for B Planning course?

No, you are not eligible to apply for B Planning course as you have not studied Maths as a subject in Class 12. It is very much important for you to have studied PCM which are Physics, Chemistry and Maths to be eligible for this course.
