I have completed Diploma in mechanical engineering but I want admission in B.Tech in petroleum. Is that possible.

Lateral admission directly to second year of engineering is based on similarity of subjects. Normally every state publishes a table that gives information as to which branches of Diploma can get a student admission in which branch of engineering. You should look this up on the website of the DTE of technical education of your state.
