If you are asking about the Optional paper in Mains then yes you can take Management as an optional subject.

There are two papers,there are general studies and CSAT,the csat part its an object type of question paper , in the mains part you have to choose two subjects of your choice and also there will be an general studies paper,

yes you can give IPS exam , there are some optional papaers and you can choose like economics and some others all details you can get from upsc,gov.in or civilserviceindia.com
