I have completed Msc IT and now i want to do Ph.d in computer science. please guide me about it. which university is best what type of exam.

I have complete MSc. IT from Punjab technical university from distance learning with 69% & i have 2 years teaching experience in local institutes. I want to do PH.D. in computer science. plz guide me about universities and their exam. I know UGC-NET & SET exams & i m going to appear in dec.
