first of all please complete your graduation(10+2+3) because both of the position demand it.
IAS(Indian Administrative Service),hope u ask PSC not PCS....for PSC(Public Service Commission)

Good thought to explore civil service.
IAS is central civil service - all India cadre. The other one is state civil service exam, restricted to that state only.
prepare and appear for both.

to go for ias one must complete ones graduation, diploma is not accepted. one must wite the civil service exam conducted by upsc to become ias officer. once selected for ias one gets a state cadre and one is transfered within the alloted state. pcs is a state exam and ias is national so better caree

First thing for IAS or PCS minimum eligibility is Graduation/Engg degree. Means 10+2+3/4. but you complete your diploma. IAS ia name of post and PCS is the Exam/board name. Like UPSC is board who conduct the exam of IAS,IPS,IFS,IES ETC.
