I have completed my 12th standard MPC with 96% and scored 61 marks in TS EAMCET. Am I eligible for agricultural engineering?

I have written TS EAMCET this year and my expected rank is around 20000 to 22000. Can I get a free seat in any college? I belong to Hyderabad and my intermediate percentage is 91 and my caste is OBC.
