T depends on you, whether you want to pursue your career in more of a technical work or get into management. For specialising in a technical degree, opt for M.Tech and for management, you can go for MBA.
There are many specializations in which you can do M.Tech after completing your B.Tech in civil engineering like:
    1. Environmental engineering.
    2. Structural engineering with specialization in offshore structures.
    3. Pipeline engineering.
    4. Computational fluid dynamics.
My personal choice is structural engineering as it has very good career prospects and job opportunities. To pursue this specialization you can go for NIT - Calicut or UPES -

Do M.Tech if you want to make your career in the field of teaching, design and consultancy. Otherwise B.Tech is more than enough. You can pursue M.Tech in construction management or construction from NICMAR for a career in construction planning.
