I have completed my B.Tech in mechanical engineering with 64%. Can I get admission in MS in ME in Germany?
I had 14 backlogs which I cleared in the 4 year degree time period.

Germany is a highly competitive country. Your academic background does not seem to be sound and competitive. The number of backlogs is huge and the percentile is not competitive too. You can always give it a try, but I would suggest you check out other countries like Australia or even New Zealand. If you want to study in Europe, you may check Netherlands, Spain, France and so on.
