I have completed my B.Tech mechanical this year with 6.9 GPA & overall 65% but had 13 backlogs. Can I get admission in Canada for Masters?

Yes, you can definitely get admission. If you want to do Masters, you have to apply for GRE, TOEFL and IELTS as per college requirements because it matters more than your B.Tech pass out marks. So, try to score good in those exams and short list some colleges as per region in which you want to study in abroad.
