Yes, you are eligible to apply for M.Sc in Psychology. Every year, there was an entrance exam held by PU, you have to appear for that exam to get admission. If you need more details then you can check official website of Pondicherry University i.e. www.pondiuni.edu.in

I doubted that earlier but luckily you can .. although only selected universities provide that and PU isn't one of them. You can apply in DU, Jamia Milia, amity, LPU and some others not so famous. Hope this was helpful!
