I have completed my Diploma in metallurgical engineering. Can I get the student visa of Canada to pursue my higher studies?

Normally Diploma holders can get admission in Indian universities for graduation as at some places, Diploma has been made equivalent to 12th. But abroad, it's not so. However, if you have done 12th, then surely on the basis of these marks you can seek admission for an undergraduate course.
