i have completed my graduation ( b'com) in 1996-97 , now can i do pg diploma course in PR

as i am a house wife & so not in touch with studies for such long period , is it possible for me to coop up at this movement

yes it is very much possible you can join any of the distance learn ing university and persue your diploma.
