i have doing 3 years diploma of polytechnic si can i apply mba or not

after Dip in Electronics you can get admission to 2 nd year of B.Sc IT. After B.Sc IT, you would be able to do MBA. Or otherwise you have to first complete B.E. and then go for MBA

for MBA you need graduation ......hence in my suggestion 1st go for your graduation........
