I have done 12th from commerce side. Now I wish to do civil Engineering course, either diploma or degree course from Delhi , NCR college .

Well science students can go for commerce students cannot go for science i know this u have to do something in commerce only sorry or u have to do 12 from science otherwise. now u decide all the best.
