For open universities you visit IGNOU-DEC website http://www.ignou.ac.in/ignou/aboutignou/icc/dec/recognition UPRajsri tondon is not approved by DEC.

kindly check the ugc website for list of fake universities. if it is not in that universities, you can definitely apply
