I have done B.Sc but I have only 3rd sem mark-sheet and want to do distance MBA. Is there any way to get admission in IGNOU or ICFAI?

If you have your provisional degree certificate or your degree, you could apply to IGNOU or ICFAI for a distance MBA. You should be able to furnish proof of passing your degree, and that should suffice to gain admission in distance MBA.
