I have done BE from IETE which is professional body offering Part time course. Am I eligible to apply for M.Tech in Germany?

I have scored 6.4 CGPA in my BE. I am willing to pursue Masters in Germany. As my course has been part time I need know whether I am eligible to apply in public university of Germany? Do I have any other option? Can I start my education by doing B.Sc. Mathematics if not eligible for M.Tech then?
