I have done BE in electrical engineering and M.Tech in Energy Management. Am I eligible for B.Ed in distance mode?

Yes you can pursue it .Some distance B.Ed courses may require some teaching experience.

It would be a better idea to upskill yourself with some online distance courses in your area of expertise ( technology/management ).
