i have done diploma from computer technology department.. can i do engineering from civil department ? will i get admission in 2nd year ?

Most of boards / universities don't allow computer to change civil engineering. If you are looking out for distance learning BTech then you can try www.ksoucollege.com It may allow such a transfer.
