I have done diploma in civil and i wanted to study overseas. So, can I get admission in 2nd year of btech. And I just wanna know its process

There is no lateral entry abroad for engineering based on Diploma Engineering in India. I suggest you to complete degree in India and then for PG studies you can do overseas.
