I have done engineering and want to do mass communication. How can I do this and am I eligible?

Yes, you are eligible to pursue mass communication course. All you have to do is prepare for entrance exams conducted by different institutes and appear for the same. Once you clear the exam, you'll be eligible for taking admission in Masters in mass communication. Th best institute to get in is IIM
