Yes, surely you can do so. You can apply for the universities in you have related course. You can also enquire about it from the university you want to apply in. Open it's official site and extract the contact email and write to them. All the best.

Hello, UK has 15 years of education requirements. But, since you are doing your second Masters, you need to provide a strong reason for why you want to the second master. You need to give IELTS exam.
