I have done my 12th with 55%. Can I apply for VITEE and KIITEE if I have to apply for improvement?

    Yes, you can apply. They will verify your results after improvement, if you got a seat in these colleges then you don't have to worry about 12th%.

    Yes, definitely improvement would be like, you are giving your exam in appearing at the time of counselling. If the results are not announced, no problem. VIT verifies your result afterwards with your board roll number, so you can give VITEEE along with improvement, but make sure you apply for improvement, because not only getting in good colleges matters, but in future for placements and job, you will be on safer side, if you have scored above 60% in boards.
