Yes, you are eligible but you have to cross check your 10+2 marks that marks should be around min 60% aggregate in class X & XII with min. 60% in PCM for Non- sponsored & 55% for sponsored category.
As you have done your diploma in computer engineering that's why you are not eligible for the lateral
