I have done my engineering with 15 arrears. Can I complete my engineering from some other college?

Hello Di Ya,
A course is said to be completed only and only when all the subjects are cleared. You are saying that you have arrears of 15 subjects. This means you have not completed your engineering perhaps you have completed 4 years in engineering college but that is a different story. The only s
