Yes, you are eligible for admission in B.Tech second year. As admission in B.Tech is done on the basis of Diploma that you have already completed before doing Post Diploma in Polymer Science.

It depends on your university. If it is allowing, then you can join otherwise you can't apply for B.Tech in polymer science.
