I have done UG in B.E EEE. I would like to know whether I am eligible and also whether the course duration can be reduced for me?

No, it won't be. You have completed the course in the given duration only.

For admission in B.Sc your class 12th marks are considered. The course duration is on UGC guidelines so it is not changed for rare circumstances until permission obtained from UGC.
