You can do so by Distant Education, passing the Eligibility Test, provided you are over 20.

Dear Sai,
Regular degree would not be possible if you have failed 10th or 12th, exams from open university and getting the degree is possible only in your case

HI Sai, there are many open universities in IGNOU, Yashwantrao Open university, in which u can give entrance exam and appear for the degree with the proper process.
