I have failed in the 1st attempt of my PUC 2014 exam n i will be writing the supplementary exam . can i get a seat in civil engineering .?

I have failed in the 1st attempt of my PUC 2014 exam n i will be writing the supplementary exam and i have written my cet exam and dint get rank yet . iam nt sure if i will b getting the rank after supplementary exam so will i b getting the seat in any of the engineer with less fees .?
