Just in case you have created your application for SSC CGL but could not pay the fees, there are a few general causes. First, you may not need to pay the fee, in case you are a female candidate or citizen of SC/ST; PwD and Ex-Servicemen. When it is the case, your application status can be set to Successfully Submitted with exempted payment. Second, there is always the technical error or some network problems when you want to make payment; sometimes it works after 24-48 hours, when you tried again or paid in a different way (SBI Challan is to make offline payment).
