I have filled form of both papers, but I want to appear for only paper 2 and if I pass that, am I considered qualified?

No, You need to pass both the papers of the respective examination to be considered Pass. If you are unable to appear for the first paper, You can attempt both the papers in next attempt. However, passing single paper does not qualify you for the examination.
