i have finished diploma ,can i get admissions in second year for degree in maharastra and how?

i have answered my final year exam in electronics and communication engg., how can i get addmission in second year degree course in maharastra annd specify colages in ratnagiri.and do i have to give mhcet for that ,if yes then when is it and how can i get prospectus,and where r the center in goa.
