I have got 142 marks and 1117 rank in CEE 2018. Do I have any chance to get admission for CSE in JEC?

Yes, you can get CSE in JEC. Cutoff for last year i.e. 2017 was 132-135 marks. You have to apply through Assam CEE. Link of colleges is below:
