I have got 46 marks in jee mains and i am from general category . can i get a government engeneering college?

Janpria ! getting admission in government institute would be little difficult as their cut-off is little high but you may get admission in premier private institutions that are doing equally good as top government institutes.here are some of these institutes where you may get admission based on your score in their entrance examination and can avail high scholarship:
