I have got 55% in my B.Tech with 11 backlogs and 5.5 bands in IELTS. Can I go to any country for further studies?

The probability is low. But, try to have a better IELTS score. It will give you some advantage. But, trying for the course you are desiring would be a challenge. All the best.
