I have got 6.5 CGPA in BE. Can I do MS from Germany?

yes you can. CGPA is one of the criterion. Though it is on the lower side it would clear eligibility. You can make up for low CGPA with Strong recommendations and Statement of purpose and any research publications if any. Other easier destinations would be Scandinavian countries (not all) where you
