Scoring 7 is safe in trying for higher studies abroad.

6.5 is basic score for most of the colleges in Canada. But for some colleges, 7 or above is the qualification.

6.5 being the minimum score to be attained in most colleges in canada, but there are few colleges which require 7 and above as mentioned accordingly.

Usually IELTS 6.5 or above gives you chance and 7 is always a safe side to get in admission.
