I have got 65 marks only in JEE Main exam and I belong to OBC-NCL category. Can I get admission in GNDU, Punjab?

No, with 65 marks in JEE Mains you will not get admission in GNDU. But you will definitely get good colleges in Punjab.

Can I get admission in any government college in India? I'm actually from Kerala.

No, you will not get admission. Also, with these marks, you are likely to get into one of the big private universities. Kindly apply for that. Some recommendations be LPU, Amity, CU, VIT and SRM. These colleges have their separate entrances, though.
