I have got 8.8 CPI in B.Tech (ECE). Can I get admission in IITs or NITs through my CPI for M.Tech? I have not given GATE.

No, I don't think it is possible anyway to get into IITs without scoring good marks in GATE. If you really score good marks and your rank is quite good then you can expect decent and lucrative jobs in any of the PSUs. But, you will have to score literally good.
