I have got 82.6% in 12th (PCB) and i want to do BA(Hons)Political science. Can i get admission in any college of DU ,with such low %of mine?

Political Science is one of the top ten courses in Delhi University and however, your percentage will have a deduction of 5% as you are choosing to change your stream, which would make it dramatically low. Still, if you belong to SC / ST or some other category and choose to wait until the 8th or 9th round of the cutoff, you may get lucky and get the admission.
