I have got 83% in 12th, my COMEDK rank is 8528 and JEE Mains score is 64. Can I get any of the top 5 colleges for CSE?

These are based on the placements and faculty criteria.
You can do CSE from any of these, but I guess ranks will go up if that happened as the most important step is trade IS for CS. It's the same under VTU except for DSCE which, is autonomous so there is a better syllabus and you get good internship opportunities and projects. -

Frankly speaking, your score in JEE Mains is a bit on the lower side, right? Also, 83% in the board may sound good but this year more than 15K students have scored more than 95% in CBSE. To me, your best chance appears to be your COMEDK score. Based on this, you may get good college. I'm attaching a link that will predict college for you.
