I have got 980 marks in AP board and 98 in JEE mains. Can I get admission in Sastra University for CSE?

I don't think you would get CSE. Even getting a seat is tough with your marks. You need a score of above 110 in JEE mains for stream 1 and for stream 2, you need a score 985+ marks in IPE.

I don't think you will get CSE. But, chances for IT/ICT department are more. More chances for that branches. Less chances for CSE to get your mentioned marks.

There are many other good Universities for CSE course Like Lovely professional University, Amity University, SRM, Thapar University. Lovely Professional University is the best engineering college in India. LPU becomes the best place to pursue an engineering degree with highly qualified teaching staf
