I have got IT branch in a college (fees paid). Can I upgrade my branch to CSE through the counselling of the same college?

Yes, you can upgrade it and don't worry for fees. The college will handle fees problem. -
Yes, if your choice filling sequence number is 1, then I will get this college and depend on merit, otherwise get other college and branch also. It depends on your choice filling sequence and vacant seat is available for next round.
