no,firstly u need to clear those papers,if thosde r the elective courses,u may get admission into m.tech.

Shams@ hi satbir If you have clear your papers, then you can apply for M.tech and if your papers are not clear, then you are not eligible to apply for M.tech.

Mtech requires you to clear all your papers for admission , You can appear for GATE and You can wait for another year to have all your papers Cleared . GATE score is valid for two years
