I have paid the Railways application fee but have not paid the application modification fee. Will my admit card be issued?

    No, basically Admit card would be recived only once after the full payment is done . Which includes both the application fees along with modification fees . 

    Your admit card would be visible once you completely pay the fees,  

    You can only modify the application details after paying modification fees, once after the payment you can apply and get fhe admit card .
